The Hon. Joseph Gabriel D'Oliveira has been a diplomat of the Cooperative Republic of Guyana
for more than 40 years.
He was appointed as the first Honorary Consul of Guyana in the Philippines in 2013 and was previously the Honorary Consul of Guyana in California from 1976 to 2007.
Consul D’Oliveira was born in Georgetown, Guyana, and migrated to Canada in 1964 and
subsequently to the United States in 1966. In the same year, he was drafted in the U.S. Army and
served in various postings in the U.S., Germany, and Vietnam. His military decorations include the
Bronze Star Medal for meritorious service, the National Defense Service Medal, the Vietnam Service
Medal, the Vietnam Campaign Medal, the Good Conduct Medal, and a Commendation for Military Service.
Further to his professional life, Consul D’Oliveira is a Certified Public Accountant and a Certified Global Management Accountant who graduated
from the California State Polytechnic University and held multiple positions in the private sector upon
his retirement from the military. During his extensive career, he was the Chief Financial Officer of
the California Institute of Health and Social Services, the Chief Financial Officer of The Grace Home
for Waiting Children, and a Partner at Fortune Builders. He was also the President of D’Lom
Professional Management and worked as the Business Manager for international celebrities, actors,
singers, and politicians. This included managing Grammy Award winning talents such as The
Temptations and Soul II Soul.
In 2015, he received an Honorary Doctorate from the City University
of Los Angeles (LL.D.) for his philanthropic and professional accomplishments. Similarly, the Akademie für Hochschulbildung of the Asia Caribbean Open Institute in Switzerland honoured him in 2022 with the “Doktor der Akademie en humanen Briefen”, or the “Doctor of the Academy in Humane Letters” (DHumLitt) award.
Aside from these academic recognitions, Consul D’Oliveira has been awarded numerous honours throughout his diplomatic career.
He was
the recipient of the Golden Arrow of Achievement (A.A.) in the Order of Service of Guyana in 1985.
This honour ranks third in the orders, decorations, and medals of Guyana. Consul D'Oliveira has also received recognition from the Guyana Ministry of Foreign Affairs for his outstanding service.
He has also been recognized by the United States Congress, the California State Assembly, the California State Senate, the Los
Angeles Consular Corps, the Governor of California, the Mayor of Los Angeles, and has received many other commendations, honours and awards.
The Honorary Consul of Guyana in the Philippines is married to Mrs. Emy Bonifacio-D’Oliveira, a descendant of Andres Bonifacio, a national hero of the Philippines.
